This may caused by either Virus or OS misbehaving. To Over come this do the following steps to get back your Task Manager.
Method 1
1) Click "Start" Button
2) Select "Run"
3) Type "regedit"

4)Navigate Cursor to the following key HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
5) After Pointing the System, Check in the right pane for Disabletaskmgr, if you find it double click and change the D-word Valu to zero(0)
6) Close the regedit and restart system
7) Last but not Least When ever if u find any errors like this, That indicates Your System is infected with Virus. Better Update your anti virus software.
Method 2
Open command prompt, type the following "reg add" command.
REG add "HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System" /f /v DisableTaskMgr /t REG_DWORD /d 0
Method 3
1) Click Start --> Run -->Type gpedit.msc in the run field
2) Group Policy settings windows should open
3) Under the "User Configuration", expand the fields Administrative Templates --> System --> Ctrl+Alt+Delete --> Remove Task Manager
4) Double click the "Remove Task Manager" option, select either "Disabled" or "Not Configured" field and click on apply button.
5) Wait for group policy to refresh or reboot the computer. Task Manager should be enable.
